Uploads a single Base64-encoded document to S3 and records its metadata on the Onboarding Process.

Unlike its sibling views, this one does NOT call get_and_run_onboarding_step(): there is no “documents” flow step yet, since gating onboarding on document completeness is deferred to a later change. A document can be uploaded at any point in the process.
